防肇事 高市擬降低機車使用率

高雄市政府交通局長王國材4日說，高市有230萬輛機車居全國之冠、機車使用率65%，
打算透過停車收費及大眾運輸等方式降低機車使用率到50%；但有機車族肯定機車便利無
可替代。
中央社4日報導，交通局今天召開「提升機車安全座談會」，由王國材主持，邀請學者
和交通部官員座談，希望能降低機車肇事比率，同時提升大眾運輸使用率。
交通局說，高雄市的機車數有230萬輛，平均每戶有2.2輛機車，去年高雄市機車肇事死
亡人數188人；王國材說，死於機車事故的數字雖然已逐年降低，市府仍希望再降低，計
劃從收費和提高大眾運輸使用率做起，以減少機車使用率。
台大教授許添本說，混合車流是汽機車衝突的主因，近幾年汽機車分流已漸改善車流秩
序；但基於在高雄機車是交通需求主流，希望政策面要多重視機車族的安全。
交通大學教授黃台生與淡江大學副教授張勝雄認為，交通政策對汽、機車都應對等看待
，不能把機車族視為次等族群，批評目前的機車道分配不足問題。
交通部運研所組長張開國認為，機車速度高也是肇事率高的原因，主張用號誌控管機車
速度。
王國材說，高雄市已從人潮擁擠的夜市施行機車停車收費，未來會視商圈人潮逐漸擴大
施行範圍，同時提出更多鼓勵搭乘大眾運輸的優惠、加強執法等，希望逐步抑制機車使用
率為50%。
